A Soyuz rocket carrying a NASA astronaut and a cosmonaut failed after launching on Thursday. Russia's space agency is investigating the cause, but if its Soyuz rocket system is not re-approved for flight by January 2019, three people on board the International Space Station may have to evacuate.
